38 AGOT Bran V: Stiv has taken Bran hostage. Theon puts an arrow through Stiv to protect Bran. Kill to Protect
39 AGOT Tyrion V: The sky cell is a torture that will kill Tyrion. The gaoler is starving him and kicking him while he freezes on the edge of a cliff. Tyrion had to enter the public eye to protect himself from the injustice of this jail cell that might have killed him before he was granted a trial, despite happening to be innocent. How to Protect
40 AGOT Eddard X: When Ned asks Robert leave to bring Jaime to justice, the answer is "No." "I want no more of this. Jaime slew three of your men and you five of his. This forces Edmure to restore a portion of those men to defend towns & holdfasts along the border. Ned thinks it unwise for Edmure to fall for this trick: a good lord is made a bad general by protecting his people this way. How to Protect
After Ned's session on the iron throne, Varys warns it was bold to reject Loras's offer, which Ned called vengeance. Ned also refuses the riverlord Piper and Vance their request to raid in retaliation, to deny vengeance. However, sending Dondarrion and the kingmen was not peace keeping. Peacekeeping
45 AGOT Sansa III: Ned needed to have sat Arya and Sansa down together to restore peace between them. Peacekeeping

47 AGOT Daenerys V: The only way to protect Daenerys's unborn child from her drunk brother is to incapacitate him. Alas, the affront is too grievous to be answered with less than the full force of law. Viserys's death even comes as an overdue relief. If only he'd understood the idea this law was sacred. How to Protect
50 AGOT Eddard XIV: Though Ned has the gold cloaks assembled to keep peace, their presence proves to be as a sword. Peacekeeping
55 AGOT Daenerys VI: Against a bounty, the only way to protect is to appeal to the purse... or kill them. Only, no. The purse being dead might in no way effect the circulated information. As with the dwarf heads, there may even be multiple frauds presented hopefully to whoever might pay. How to Protect

68 AGOT Sansa VI: Joffrey's court is not for peacekeeping but for mutilating anyone he feels like. His ruling that two knights in a land dispute resolve it by a fight to the death is really the opposite of peace keeping and points out that there are cases where a king was not needed to keep peace afterall. Peacekeeping

76 ACOK 3 Sansa I: In a chapter about the protective power of courtesy (and lies) we see the Hound defend by abetting other defenders, by offering evidence to the contrary, and by offering guidance. It seems these skills are what Sansa was meant to learn, but was never taught. It is one thing to know courtesy is a lady's armor and another to know what that might ever mean. How to Protect

90 ACOK 17 Bran II: The Hornwood issue is left to Robb rather than brokered through Lady Hornwood herself, since the decision will feavor a northern house over others. The power vacuum created by the deaths of Lord Hornwood and heir is dangerous to northern peace. The preferrential tretment Robb can gie in this matter may be a token he'll be glad to offer. However, since it was a peacekeeping issue, contention begins between Manderly and Bolton. Peacekeeping
91 ACOK 18 Tyrion IV: A group of butchers, bakers and grocers ask to speak to Tyrion for protection for their businesses. The people are hungry and more refugees pour in every day while the price of food rises. A baker was murdered by a group of angry smallfolk for overcharging for bread. There's open talk of treason, even in the barracks of the gold cloaks. 600 Peacekeeping

After Catelyn defies Edmure's order no one see Jaim, convincing the gaoler he'd be defying her or Hoster, Jaime gets drunk and bitches about how he's reviled for killing Aerys by people who rebelled themselves. Jaime calls killing Aerys his finest act. 798 Defying Orders

It tests a man's loyalty to what he protects to be in a position to die for its protection. Were it his family he defended, he might fight more fiercely than for some royal family that thinks they're above him. How to Protect
Like Jaime, Sansa judges her king and can't help but crave his demise. In the context of silent prayers vs. songs sung by groups holding hands, Sansa's inabilty to hear Joffrey prayed for reveals that there are prayers of the hert individuals may not share. Sansa wonders which the gods hear. Defying Orders
132 ACOK 59 Davos III: Davos questions authority constantly and without pride. He thinks they are fools to sail down the Blackwater and that Stannis should have used Robert's sigil to appear a savior. Davos thinks of questioning as loyal. Lord Bryce Caron sides with those counselling Stannis to leave Melisandre behind, saying "Your Grace, if the sorceress is with us, afterward men will say it was her victory, not yours." 829 It is true and fair council, though bold to speak. Those who attack this army will be hunted down and killed, to a man. They won't even know where to hide. How to Protect
145 ASOS 2 Jaime I: Brienne must sink Ryger to protect Jaime. How to Protect

Except that swords in numbers also pose threat. Tasksed to protect Jaime, Edmure puts a large bounty on his capture. This will send all manner of hunt after Jaime and may endanger his life as well as his recapture. Protector of the Realm
147 ASOS 4 Arya I: "When they crossed the first stream, Arya turned her horse aside and led them off the road, following the twisting course of he stony brook. If the hunters brought dogs, that might throw them off the scent, she hoped. They could not stay on the road. There is death on the road she told herself, death on all roads." 44 Arya sometimes doubles back to obscure the trail. Lies Protect
148 ASOS 5 Tyrion I: At the highest level, peacekeeping is accomplished with quills and marriages. Peacekeeping
Tyrion though of himself as the savior of King’s Landing and now wrankles bitterly to see most credit go to those who contributed least. Like Tywin. The war ruined riverlands are being ruled by outlaws. That the serve Beric Dondarrion keeps them less dangerous than otherwise, but they are stealing from the survivors as much as protecting them, maybe even more than. And where are the local lords, the Tullys? Why is no one lordly performing such rounds? Protector of the Realm

A Feast for Crows
179 ASOS 36 Catelyn IV: When Catelyn begs Robb to submit to Lannister rule, his face goes cold and he asks “is that why you freed the kingslayer? To make peace with the Lannisters?” 482 It’s the same type of treason that got Lord Alester Florent burned alive by Stannis. Catelyn doesn’t understand, asking “is that so ill?” I read this as an example of the less informed (Catelyn) holding the superior view (prioritizing making peace, especially given their definite loss). Protector of the Realm
181 ASOS 38 Jaime V: “Bring me your father’s head if you are no traitor” 507 Jaime did not consider following the order but it was because “Aerys would have no yielding” At a certain point, ruler’s must concede for the sake of peace, but Aerys meant to torch the city to ashes as Theon was said to have done to Winterfell when he could no longer hope to hold it. Protector of the Realm
185 ASOS 42 Jon V: When Styr orders Jon to kill the old man, he’s aware the man is protected by the Night’s Watch and Winterfell. “A man should have been free to build a fire here without dying for it.” Ygritte compares the man to a sentry and to Orell, saying he was sitting by the fire, too. Jon disagrees. Styr commands him to. “You command Thenns,” Jon told him “Not free folk” 567 Note: Laws of the hearth don’t apply south of the Wall? Protector of the Realm
188 ASOS 45 Jaime VI: When Steelshanks decided they won’t return to collect what Jaime left at Harrenhal, Jaime has to think of how to best him “Once Jaime might have countered with a smile and a threat, but one-handed cripples do not inspire much fear. He wondered what his brother would do.” Protector of the Realm
194 ASOS 51 Arya X: The Bolton man who allowed them to enter the camp at the Twins said to speak to Sedgekins, so Arya reminds the Hound. He intends to go to the castle to look for Robb. “Sedgekins can bugger himself with a hot poker”...”It’s your brother I want.” 692 Protector of the Realm

Protector of the Realm
221 ASOS 78 Tyrion XI: Varys warn Tyrion not to go to up the ladder to the Tower of the Hand but to come with him to the waiting ship. Still, as Tyrion asks for instuctions, Varys gives them. He says Tyrion risks both their lives but, if that were really true, why give precise directions on how to do what is such folly? Protector of the Realm
252 AFFC 27 Samwell III: Though sent for wine and food for an old man and a mother with child, Dareon spends the time and money drinking and whoring. He deserts the Night’s Watch casually, even joyfully, since he never wanted to join in the first place. That he’s been given orders doesn’t matter. He’ll not be found, punished, recognized. Protector of the Realm
260 AFFC 35 Cat of the Canals: As Cat of the Canals, Arya is supposed to be leaning Braavois and gathering secrets for the House of Black & White. She’s even been told that it is not for her to decide who lives and who dies. As an assassin for the Faceless Men, she must serve the Many-Faced God. However, Arya slits Dareon’s throat since he’s a deserter from the night’s Watch and that offends her. She does so right after the name “Lord Snow” is mentioned. Protector of the Realm

271 AFFC 46 Samwell V: Ironborn attacks on Oldtown make Sam wonder if Horn Hill will be safe enough for Gilly. So far inland, it should be. "The Young Wolf had no doubt thought the same was true of Winterfell until the night that Theon Turncloak scaled his walls." 963 How to Protect
A Dance With Dragons
274 ADWD 3 Daenerys I: Barristan explains to Dany that neither the Unsullied nor his knights will serve for keeping peace in Meereen. Nor Dothraki...Nor Sellswords... The chapter focuses on two deaths: Stalwart Shield, the Unsullied who paid to be held, and Hazzea, the four year old girl eaten by Drogon when he landed on a sheep flock. How to Protect
275 ADWD 4 Jon I: Jon prepares to send Aemon and Dalla's babe away so Stannis can't burn them alive, but the thousand captive wildlings beyond the Wall are trickier. It doesn't come up in this chapter hat the Others are coming, but it's already questionable that the refugees who come to the Watch in twos and threes will be penned outdoors and not even granted the safety of the Wall. They're entirely exposed. How to Protect
277 ADWD 6 Tyrion II: In Pentos, they keep peace by paying off Dothraki would-be attackers. Tywin notes "The Free Cities fight with coins instead of swords" 88 Tywin holds this strategy in contempt, saying they'd just come again who were paid to go away. However, their approach favors diplomacy and relationship building. How to Protect
282 ADWD 11 Jon III: Jon means to keep peace but only ruins dinner when he chastizes Pyp for mocking Melisandre. Bowen Marsh asks Jon if the wildlings let through the Wall will keep the king's peace. Jon admits "Some will. not all." 154 Melisandre's fire is too hot and many who should seek the sanctuary of the Wall turn away rather than trust such an inhospitable welcome. Yet, these are largely the weak, sick and cowardly: no good as soldiers for Stannis, anyway. Peacekeeping
283 ADWD 12 Daenerys II: When nine of hers are killed in a night, Dany must respond. Dany chooses to tax the pyramids and to take child hostages. If she wanted to hold the Great Masters responsible, Dany should have tasked their sons to keep the peace in the streets. "She was the blood of the dragon. She could kill the Sons of the Harpy, and the sons of the sons, and the sons of the sons of the sons. But a dragon could not feed a hungry child nor help a dying woman's pain. And who would ever dare to love a dragon?" 165 Peacekeeping
287 ADWD 16 Davos II: The Seal Gate in White Harbor between the wharves and market is lightly manned with portcullis open. The market is busy enough. So long as it's mostly business, there's little need for peace keeping. Peacekeeping
Though Bolton’s bastard and Whoresbane Umber march on Moat Cailin with Cerwyn and Hornwood men, Wyman Manderly seems to refrain. This despite Wylis remaining a Lannister hostage. The truth is, as long as he is in negotiations with Cersei about Wylis’s release, it’s not worth anyone’s energy to criticize him. How to Protect
293 ADWD 22 Jon V: The wildlings settled in Mole's Town cause a conundrum for Jon. He's placed guards to keep them from raiding, but those guards will just be killed if the Watch can't feed the refugees at Mole's Town well enough. Peacekeeping
295 ADWD 24 Daenerys IV: Daenerys tasks Hizdahr with ninety days and nights of peace. Then, she'll consider marrying him as a political ally. Peacekeeping

301 ADWD 30 Davos IV: "They do not expect the north to believe their lies. not truly, but they think we must pretend to believe or die." 431 Wyman Manderly explains to Davos that he had to play along until Wylis was returned. Peacekeeping
302 ADWD 31 Daenerys V: When tales come from Astapor from a woman saying some believed Daenerys would come to sve them, even as all hell broke loose, Dany feels culpable and that she should have gone to Astapor. Though, what could she have done besides lose Meereen and many of her soldiers? She can't fly on a dragon but, even if she could, it woud only set more fires. How to Protect
303 ADWD 32 Melisandre I: The Lord of Light grants her visions, but Melisandre struggles to interpret them. If the vision of the cliff of fires going out with skulls means the Others will attack the wildlings there, the meaning is different than if it's a wildling attack on the Wall via the Bridge of Skulls. She can't even tell if the towers by the sea are Eastwatch, though she's been there. What use are her visions if they send Mance Rayder to Winterfell to save Alys Karstark at Karhold? How to Protect
307 ADWD 36 Jon VII: Iron Emmett recommends Jon put guards on the Harlot's Tower, especially after three drunks shower up there hoping to find whores. Jon knows the women can protect their own, but acknowledges the tower is likely to be a source of future drama. To his credit, Jon recognizes that Emmett's concern qualifies him to command at Long Barrow, which will be populated by wildling women. Not to his credit, Jon's solution for Halleck is to send him to a newly opened castle. It seems Jon's cure-all for wildling problems is to send them away in a manner that endangers those set to rule over them. How to Protect, Peacekeeping
308 ADWD 37 Daenerys VI: She can't bring the Astapori refugees into the walls or even heal them from the bloody flux. She can't even deliver food without losing soldiers to the mob, and food is running low. She can't protect them. How to Protect
309 ADWD 38 The Prince of Winterfell: Jeyne begs Theon to help her escape, but he knows the only way he could spare her is by slitting her throat. How to Protect
